In https://github.com/KhronosGroup/VK-GL-CTS/blob/main/external/openglcts/README.md#waivers we see:

The procedure for requesting a waiver is to report the issue by filing a bug report in the Gitlab VK GL CTS project (https://gitlab.khronos.org/Tracker/vk-gl-cts).

but the link (https://gitlab.khronos.org/Tracker/vk-gl-cts) gives a 404. Moreover, there doesn't even appear to be a vk-gl-cts project on gitlab.khronos.org.
