[VK] Missing coverage: Test vkCmdCopyBuffer with unaligned offsets and sizes

We found a vendor where vkCmdCopyBuffer would fail if the offsets and sizes were not multiple of 16 bytes and cause further problems afterwards with following commands.

CTS seems to always use 0 offsets and full sizes.

Thank you for the report. I've brought this issue in internally, but please note that it may take a while for Khronos contractors to write these tests.
