Empty space on the top of the site

Annoying empty space taking 1/4 of the site. Confirmed in Edge and Firefox. Screenshot_2

Huh. Maybe something changed in how modern browsers deal with (ancient) HTML frames. Probably replacing the framing scheme with the one used in the EGL reference pages would suffice.
