Re-Enable CI Configs

PR #163 disabled a few failing CI configs. This issue is to track re-enabling them, if desired.

The configs that were enabled were:

  • Ubuntu gcc-8, since gcc-8 is not included in the default Ubuntu 18.04 image.
  • MacOS Ninja builds, since the previous method of installing Ninja no longer seems to work.
