Update CTS to reflect changes in pragma optionality

Covers all changes to align the CTS with the outcome of https://github.com/KhronosGroup/OpenCL-Docs/issues/82

Discussed in the 2023/08/01 teleconference. Prior to changing the specification, we want to add new tests to check that implementations accept pragmas for all extensions that have already shipped. At a later point we will also want to check that implementations do not require the pragmas for the functionality in extensions that do not modify the compiler's behaviour to be usable.
