Detect file change while reading

Description

Cloud filesystem drivers currently don't detect changes while reading.

Questions/Ideas

Cloud storages like S3 or GCS typically allow checking object version while reading (force read version or assert that no other version exists). This feature should be use to fail if version currently being read differs from the version observed when file was opened.
