Add an new repository for LearningTest

We need to save and manage the versions of LearningTest. It contains 2 distinct parts:

• the data: they don't evolved with the Khiops version, except for the addition of new datasets
• the reference results and the scenario: they are closely linked to the Khiops version All should be store under git LFS except the scenarios (perhaps)
