Bug: Wrong header directory if base_file is relative to project file

Description:

prop_local_hdr_includes has incorrect file path if prop_base_file points to a relative path.

To reproduce, open wxUiEditor project, select ArtBrowserDialog under Custom Property Editors. Delete img_props.h then try to add it back using the button.
