Implement a TunerHost instead of a LiveTvService

Creating tuners, each with it's own configuration, would be useful. Plus having a Tuner allows to map channels from the EPG provider configured in Jellyfin. Using parts of Jellyfin.Xtream I was able to create a proof-of-concept plugin. Per tuner configuration is still missing. image image
