The bug is occurring during rioting, fires and seemingless endlessly subtracting a population-number from the employment.
** During the original tutorial at the first Tooltip it is written that Prefecture's -- > need a well to get water for a fire < --.
** A plague / rioting bug is causing population drop loops to exceed on maximum population. (by -159 each month seemingly looping endlessly and causing the client to hang)
** The hovel population could be extended by at least 'two' more inhabitants per phase in order to meet with the employment requirement for the new buildings.
** Plaza is required and deemed essential in the third round of the campaign in order to force desirement in the area due to lack of space.
Selecting a fixed plebian population and a Grand Temple of Venus seems to have stopped the issue, but not the bug that is caused by the rioters.
Building a Grand of Venus have brought a solution to this problem but it still occurrs.

As you can see my population his risen; there has been no change (i mothballed a lot of industries) and the negative Unemployment number has risen aswell.
Once a Grand Temple of Venus is built and people do no longer get disease the Unemployed figure will rise a postive number beyond 500 and the mission instantly succeeds

Could you provide a save in which this happens? That would be useful for reproducing and fixing the bug. (To upload a save here you need to zip the file first)
This isn't actually a bug. If you pay close attention to your total population, you can see that it remains constant. It's just a size of your workforce that is changing, which is due to aging population - it's fully expected behaviour. Venus GT helps because it increases the frequency of Venus blessings, which de-age your population.
Also, sorry but the name of the issue and the first line are very confusing, it took me a while to see what is the actual issue presented. Please make sure to name issues appropriately!
