Missing Secretes.json

Brief bug description

Downloading the code, tried to run perview and received an error message detailing that the "secrets.json" file is missing.

Repro steps

  1. Download repo
  2. Run "dotnet run --preview"

Expected behavior

The site should load with the shared content repo.

Test environment

-Windows10 X64

Additional context

I had issue running this on .NET 5 so running it on .NET 6.
