"Important scheduled tasks" module does not identify disabled tasks that should be enabled

The module only informs the user if a task should be disabled. It does not identify when a module is disabled, but shouldn't be.

For example, if the archive email days value is non-zero, then the "Clean email queue" task should be enabled, but the module does not indicate that.
