Motivation

Add rich documentation using Github Pages. This documentation is part of the repository and so it can be versioned to match future releases.

Documentation can make the tool easier to use for first-timers, both as the released version and for development. It can serve as a single source of truth for processes and concepts.

How to test

To set this up locally, follow the steps in Development > Developing this documentation.
