I bought the app on my watch, but it is not installing to my Iphone

If I want to install the app on my phone I have to pay again, and that is not ok!

No you don't. That is patently false.

Either you've signed in with different apple ids, or you're seeing a bug in the App Store.

Go to your purchases list on your account in the App Store and grab it there.

So you're aware it can take some time to sync on Apple's end. I purchased via my phone and it took a couple of days to see the app on my other apple devices such as my Macbook Pro M2. For my experience it was instant on my watch though. I do recommend checking if you're signed in with the same Apple ID though!
