Add Setting Which Forces All 4 Types of Anomalies to Generate

As the title suggests, a setting that forces all 4 types of anomalies to generate would be appreciated as it makes the map fairer for the factions that benefit from specific anomalies i.e. Muatt, Saar, Empyrean and Cabal.
