Home system with anomaly replaced with normal system tile

As title suggests, there is an issue when if you pick faction for draft with hazardous home system tile, it is replaced with normal system tile if the home system has adjacent anomaly system tile.

In this example Empyrean home system is replaced with Hope's End system tile.
