MFFS 1.12.2 Requires EnderIO but uses IC2 power and Recipes?

Why Require EnderIO if your using IC2 Recipes and EU for the energy unit

I don't know about 1.12.x Ender IO... But in the past Ender IO could do IC2's EU on top of the other energy types available at the time (eg. rf).
