Confirmation dialog for "Stop" of construction

When a construction vehicle has already invested at least one turn into a construction site, then the "Stop" action menu entry should have a confirmation dialog "Stop Construction?" "Yes" "No" to avoid accidentally stopping an important construction because of a mis-click.
