Incorrect links in the manual.

In 4.3 Programs, all of the five bookmarks point to the same gpmetis page. In Page 2, the links of these items in the table of contents have the same problem.

It might be easier for users to report (and possibly fix) typos, if the manual was added to the repo as markdown or plain text files.

The manual is in LaTeX. I'll move it over to the repo.

I see that the manual.pdf is present in the repository, wouldn't it be better to have the underlying tex files in the repository.
