Second scrollbar

Describe the bug In some libraries, there is a scrollbar that persists even if there is not enough content to need it.

Libraries affected:

• All user-created libraries
• Bookmarks

Libraries (mostly) not affected:

• Want to Read
• Collections
• Reading Lists For these libraries, the second scrollbar will still appear, but will disappear after a split second.

Libraries not affected:

• Home The second scrollbar never appears when loading the "Home" library. Not even for a single frame.

To Reproduce Steps to reproduce the behavior:

1. Open a user-created library. There should be 2 scrollbars on the right side of the page
2. Open the Collections library (or any library from the mostly-not-affected list). The second scrollbar should appear and quickly vanish
3. Open the home library. The second scrollbar should never appear

Expected behavior All libraries should behave like "Home" and have no second scrollbar

Additional context This bug is not present in :stable, but the second scrollbar still appears for a split second on all libraries
