Assign fixed Route ID in KaotoToolbar.stories.tsx

Please describe the task that needs to be done

Currently it assigns generated Route ID with a random digit suffix, causes Chromatic to make false alarm. Disabling snapshot on that story temporarily. https://github.com/KaotoIO/kaoto-ui/pull/2138

If we can assign a fixed Route ID for this story, re-enable the snapshot.
