Tooltip on disabled "add step" buttons not displaying on chrome

Describe the Bug

Tooltip when disabled for the "add step" - e.g. for the choice step, is not displaying on chrome browser (works on ff)

Steps to Reproduce the Bug or Issue

1. add choice step to route
2. add two branches to this step
3. see the "add step" button disabled - hover over the button
4. see the tooltip not displayed on chrome
