Empty canvas - with no active routes could allow adding from step catalog

Please describe the feature that you want to propose

This is an observation based on the current state - it is possible to delete all Routes from the canvas using the "delete" route option.

It would be I think good to explore the possibility of allowing the user to add new route by dragging the start step from the step catalog to the canvas.
