Toggle interactivity is working only for adding a step between steps

Describe the Bug

When clicking on "toggle interactivity" in the top right bottom to have the closed lock, only the + buttons between steps become inactive. All other interactive buttons are working. Also details panel is interactable.

suggestion: until it is fully supported to have a read-only mode, remove the button in the top-right panel.

Steps to Reproduce the Bug or Issue

1. Add several steps
2. Click on the button "toggle interactivity"
3. --> we cna continue to have interaction with most of the elements.
