Investigate workflow forwarder test coverage

Commit d1ee8137d6a8d752a13db1a7ea21f465a5446f6d fixed a bug where workflow forwarders were never having the target workflow names updated when reactors were being used.

While the commit fixed the issue, it should be looked at why test coverage missed this, as forwarding based on reactor responses is considered a critical path.
