Ottoman issues

1)Ottomans have 0 naval doctirne techs at start. Why? I mean, their 1914 navy might not be stellar but 1936?? Should be fixed. Also their general tech levels may need a general overview... but that is another matter.

2)Armenia gets Kars for free if it tries to break off, which is funny. I mean, Armenian units can spawn or a partisan revolt can happen... But giving it away for free is weird. And your troops in that province teleport to Istanbul.

3)Maybe the "german payment" event can get a 3rd option for germany, which can be something like paying in kind, giving ottomans industrial and military blueprints, supplies, and old german ships. (Germany has plenty of BC I's and old destroyers..) Maybe even southern yemen? Ottomans can agree or ask for money, leading to another german decision...

4)In event of syndie Ukraine, an Ottoman and especially Turanist or Kemalist Ottoman government would have interest in Crimea. They could even cooperate with Don Kuban Union and Poland who already have an event to carve up syndie Ukraine.
