HAW, USA, JAP - Setting Hawaii to Rejoin the US Doesn't Prevent it From Being Annexed by Japan

Explanation of the Issue

Setting the game rule that's supposed to have Hawaii rejoin the US seems to have no blocker that prevents Japan from annexing it. This often leads to the US declaring war on Japan to get it back even if it's set to "Fortress America".

Steps to reproduce

1. Set the mentioned game rules.
2. Wait until the US Civil War.
3. I'm not sure what triggers it (never played Japan or Hawaii) but eventually, Japan can annex Hawaii while the US is at war.
4. Even on Fortress America once the US is reunified it attacks Japan.
5. For my case specifically it was a Civil War without MacArthur going down the Farmer-Labour path.

Possible Cause

If it's an event that annexes Hawaii for Japan the game rule needs to be set to prevent it. It could also be WAD and have Hawaii's fate be contingent on a quick civil war aside from its own paths but I hope not.
