FNG - Federalists going to war with breaks Twin Dragons-related events

Explanation of the issue: During a Fengtian game where I wanted to try the Twin Dragons route, the Federalists declared war on Zhang Zonchang. When the conference ended, Yunnan ended up in a faction with Fengtian, the Federalists had their own faction with Sichuan and the Ma Clique and Zhang Zonchang's clique was in faction at all.

I've been told that after you win the war with Qing/Zhili after succeeding at the conference, the Federalists are supposed to be annexed. Not only do the Federalists still exists, they're still at war with Zhang Zonchang and also declared war on Fengtian-allied Yunnan.

Steps to reproduce:

1. Start a game as Fengtian, set Liangguang to Federalists and Shandong to Zhang Zonchang

2. Negotiate with the Federalists

3. Let the Federalists declare war on the Zonchang-led League of Eastern Provinces

4. Go to war with Qing/Zhili and successfully do the conference

5. Annex Qing and wait

Possible cause:

Federalist Liangguang going to war with any pro-Fengtian warlords might mess up the conference-related events, as the Federalists and Fengtian are apparently not blocked from going to war with each other after coming to an agreement. The Federalists' faction also existed before the conference, so there might be an issue related to that.
