GAL, POL, UKR, RUS - The annexation event of Galicia-Lodomeria allows to divide it between Poland and Ukraine/Russia but not to choose who gets Lwow

Explanation of the issue: GAL has three states (excluding Bukovina, handled in a separate event): Krakow, Lwow and Stanislawow. If you get all three states, the annexation event of Galicia-Lodomeria has fouroptions:

1. Release Galicia-Lodomeria as a puppet.
2. Give it to Poland.
3. Divide it between Poland and Ukraine (Poland gets Krakow and Lwow and Ukraine gets Stanislawow).
4. Military occupation.

As you can see, there's no way to give Lwow to Ukraine. However, if you get only Lwow and Stanislawow, the annexation event is different:

1. Release Galicia-Lodomeria as a puppet.
2. Give it to Poland.
3. Give it to Ukraine.
4. Military occupation.

If you choose to give it to Ukraine, Ukraine gets both Lwow and Stanislawow, with cores on both of them, getting a different result.

My proposal is that the event is changed so that who gets Lwow: Ukraine or Poland, can be chosen. Maybe add two "divide" options, one for Lwow to Poland and another one for Lwow to Ukraine; or maybe add an annexation event for Lwow specifically.

Giving Lwow to Ukraine also enables an option to give Transcarpathia to Ukraine in the Transcarpathia annexation event.

Bonus: when Russia conquers Galicia-Lodomeria, it can't choose who gets Lwow either. The option to divide Galicia with Poland always gives Lwow to Poland and Stanislawow to Russia. But then Russia can claim Transcarpathia, creating very weird borders. I think that Russia should have the same options as Ukraine about getting Lwow for itself. The USSR annexed it OTL after WW2 because it had a significant Ukrainian population. A Russia that has annexed Ukraine may possibly want to annex all lands inhabited by Ukrainians.
