MAF/NAB(?) - Tie Native Policy to Statthalter Choice.

HOI4 version: 1.11.12 Kaiserreich version: 0.22.2

After uniting Sudwestafrika, and proceeding down the middle tree, you can decide what kind of composition the army will have, with two prospective Statthalters having a particular approach. However, this decision seems quite arbitrary as you can go with one Statthalter, without any consequence for how this might penalise you when it comes to the army choice.

So I propose to make the Statthalter a locked requirement for either of the two choice. image
