Describe the specific change you would like: Make more events generating world tension and reduce the tension generated by each event. Here are some of my suggestions.
Collapse of the UBD
The Danubian crisis
Fifth Balkan War
Collapse of the Austrian Empire
Collapse of MAF
Syndicalist revolution in reichspakt members (such as BEL and UKR)
And reduce the tension generated by each event as there are more events generating world tension now.
Explain the reasoning behind this actionable change: After the world tension rework, the world tension is a determinant for the Weltkrieg's start now. However, some major events are not generating any world tension (such as the collapse of the Austrian Empire, which should be a devastating blow to the world order created by Germany ), making it less naturally.
And some event that is not very important are generating too much world tension (such as the Canadian naval exercise, 7% world tension in early ‘39 makes 2WK almost guaranteed to break out in early ‘39)
