Describe the specific change you would like: Political advisors of annexed country should be added to annexing country in case of a peaceful unification in Italy

Explain the reasoning behind this actionable change: The decision eg. (Invite Two Sicilies To Italian Federation or Invite Sardinia to Empire) that causes a peaceful reunification of the non socialist Italian tags already causes generals join to the annexing tags as advisors or even second in commands (Pietro Badoglio and Emilio De Bono). If it is a peaceful unification with referendum, other tags statesmen and important figures should not be disappear.
