DEI - Dutch East Indies declare independence when it shouldn't

Explanation of the issue: DEI declares independence when it shouldn't. It gets and event that seems to me like its an event HOL is supposed to get.

Steps to reproduce:

1. No idea, I was playing CSA

Possible cause: The aforementioned event has the wrong trigger and/or target

Screenshots: I loaded an autosave and tagged over to DEI to see what was happening, this is the event I saw
