MAF/POR/GER - Claims on colonies

Quick questions HOI4 version: 1.11.12 Kaiserreich version: 0.21

Describe the specific change you would like: Add claims to colonial states (that are not cores in the case of MAF)

Explain the reasoning behind this actionable change: For the sake of consistency if nothing else. Generally colonial states that aren't represented though a seprate tag (DEI, GEA and MAF) are claimed by the owning states. NFA's non-core states are claimed. Papua is claimed by AST. SPA's colonies are claimed. HOL claims Suriname. MAF's British mandates have claims, which is doubly weird when the territories internationally recognized as theirs are not. Similarly, POR gains claims on territories in it's expansion focuses but doesn't have them on their long standing colonies, whilst MAF gains then on territory captured in the Bush War but not on most of it's territory.

It just seems a bit inconsistent.

In short my suggestion would be to add the following state claims at game start:

GER: 703(Ascension), 704(Saint Helena), 268(Djibouti), 708(Comoros), 709(Seychelles), 707(Mauritius), 706(Reunion), 710(Diego Garcia), 281(Maldives), 422(Ceylon) and 543(Madagascar).

POR: 296(Portuguese Guinea), 914(Kabinda), 916(Old Congo), 540(Central Congo), 917(Southern Congo), 959(Eastern Angola), 544(Coastal Zambezia), 954(Tete), 950(Inhambane & Gaza), 321(Goa), 721(Eat Timor) and 729(Macao)

MAF: 876(Dahomey), 962(Marua), 952(Adamawa), 971(New Cameroon), 660(Ubangi-Shari), 974(Lower Sangha), 953(Tekeland), 928(Middle Congo), 539(Gabon), 869(Ruanda) 870(Urundi), 879(Katanga), 949(Maniema), 977(Kiwu), 718(Welle), 1025(South Ubangi), 1026(Haut-Congo), 976(Kasai) and 538(Equatorial Congo)

In MAF's case, at a glance it looks like the claims need to be gone for the Goering collapse (as opposed to the -40% stability one) requires these states to be neither claims nor cores. I may be wrong about that. If i'm right however, the mittel.182 event seems the logical place to remove these claims as a hidden effect. That way adding these claims shouldn't be able to interfere with anything.
