Enable arrow keys to offset Layer Index of clips

When having an exisiting composition with some clips already in place (and placed them precisely), you still may want to insert another clip in a track in between their tracks.

Making space like so:

Using the mouse-drag for this is impresice as you move them also horizontally undeliberately when moving them vertically.
