Windows error?

Any time I try to open the .exe file of the bot, it gives me a Windows error that won't let me run it. I don't know what I did to make this happen, but I've downloaded multiple different releases of the bot and all do the same thing.

Please explain to me how I would be able to fix this, thank you

I did download the release, multiple different release versions but it gives the same error even if I delete all traces of me downloading the bot and I download it again.

i ran as administrator every time. it only ever gave me the same result
