Add 'arm64-darwin' build and publish to Homebrew and MacPorts

pdu builds for arm64-darwin, so having native builds would be nice in the current or next release. It would also be nice to publish pdu onto Homebrew and MacPorts.

I don't have a Mac, so I'll be accepting pull requests.

Macs or Apple's blessing aren't required for publishing to Homebrew and MacPorts, only macOS, but that's okay

Again, I have no idea what you're talking about 😅

Anyway, now that I've read your issue more carefully, I realized that you want me to publish and maintain Homebrew or MacPorts. My answer is I won't ever do that unless I use Mac as my main machine, which is unlikely. Setup a VM just for others would certainly be a kind gesture on my part, but it would also be a burden for me personally. I hope you understand.

If you want the CI to publish another binary format to the GitHub Release Page, I'll be accepting pull requests, but I will not publish packages to a repository that I don't use.

Actually brew and most of its packages can be used in Linux. But most Linux user won't need a arm64-darwin build.
