cant file upload problem

me and my friend try to tried the project. That issue is file cannot upload bro 🙁. I am try mutlipe times due. installing packages on the python7 with that version of requirements.txy and to upto-date python 11.7.0 and with updated packges . the file is not upload problem i facing . please help me to resolve the problem
