Clock format is only applied on main monitor
I'm using dashtopanel with multiple monitors and I have dashtopanel to show a bar on each monitor would it be possible to format the date on both bars?
Do you mean a different format on each monitor? Or formatting isn't working on the second monitor?
I mean formatting doesn't work on the other monitor I would like to apply the same rules/changes heres a screen shot to demonstrate what I mean https://i.imgur.com/uiH5eHT.png You can see only my right monitor (primary monitor) has the different time format but my second monitor to the left doesn't get the same format applied to it.

Unfortunately have no idea how to fix it. Found a similar problem https://github.com/stuartlangridge/gnome-shell-clock-override/issues/44 It would be nice someone help with it.

I'm personally not a programmer so I wouldn't be able to help. I'm also very new to gnome I just started using it yesterday. I'm just trying to get everything to the way I like.
This is a way formatting of the Gnome top bar clock without the use of extensions. It's requies modify system lang file /usr/share/locale/XX/LC_MESSAGES/gnome-desktop-3.0.mo (there is instruction at the end of article). But do it on your own risk ;)
