Add packaging info to INSTALL.md

Hi all,

I was just wanting to raise a suggestion that we add a snippet in the INSTALL.md file that mentions that packaging Gamma Ray is up to the user. My previous issue #906 didn't have any actionable item come out it, but I figured having explicit information about packaging would be useful.
