Make it possible to disable plugins from loading

Could be simply an environment variable GammaRay respects when starting up.

Example:

$ GAMMARAY_DISABLE_PLUGINS=translatorinspector gammaray

Multiple ones:

$ GAMMARAY_DISABLE_PLUGINS=translatorinspector,widgetinspector gammaray
