This should have been fixed in Cypress 13: https://github.com/cypress-io/cypress/pull/27438 Leaving this open until we managed to get a proof of concept of it working.

@tbostic32 I'm trying the "split" approach, by isolating one of the rules in #2182. That rule makes little sense in isolation, but hopefully will be easier to review and merge...
