Let's hold off on adding the new class to 3.8.14.1 and just hook into admin_notices. Happy to consider an admin notifications class as an extension of WPSC_Message_Collection for 3.9.
For 4.0, we'll focus on the first three issues - specifically ensuring that this works as expected in TEv2.
