Help text wrong when scheduling a race?

When scheduling a race, the help text says "This date/time is in your timezone (America/Chicago).", but afaict, it's not ... it's in the server's TZ. I am indeed in America/Chicago, but my server is in CEST (Europe/Rome), which is what the races get scheduled in.

@cheesegrits is this still an issue? we've overhauled timezone things a few times now - i'm hoping it's fixes :crossed_fingers:
