Consider using a BBL-based URL scheme

@sraby given our discussions recently about how imperfect the address-based URL scheme is, I'm wondering if we want to actually just switch to a BBL-based one? We could actually just redirect any address-based URLs to their BBL equivalents (after doing a geolocation lookup).

Er, put another way, we could "flip" how we handle BBL-based URLs versus address-based ones: instead of the BBL-based ones redirecting to the address-based ones, we do it the other way around!

Love this idea! I think we should def consider it— perhaps we can bring it up at the next Product Check-in to see if ppl have concerns about "readability" or other thoughts?
