Make sure all specific "views" of certain pages get captured in the URL

This change affects three issues, outlined by the Audit:

  1. On the Overview Tab: "Selecting a particular building in the portfolio using the map doesn’t change the URL, which means that it’s not possible to share information on particular buildings within a portfolio that’s based on a different building. It also means that the user can’t use their back button to navigate to previous buildings that they focused on, which might be their expectation."

  2. On the Timeline Tab: "The current dataset and time scale aren’t reflected in the URL, and nor is the current point in time, so aside from not being possible to share this particular tab, it’s not possible to share the particular data visualization one is looking at."

  3. On the Portfolio Tab: "Clicking on a column heading isn’t reflected in the URL, which means that sharing a particular sorted view isn’t possible (but since, as mentioned earlier, sharing a particular tab isn’t possible, nobody can even share the table yet)."
