In compatibility mode, expanded navbar menus can obscure page content

This isn't a very big deal right now because the only navbar menu we have is the developer menu, which isn't visible on production, but it will become an issue if/when we start having production menus. We might want to add some kind of CSS class that makes it push the rest of the page content down, instead of overlapping on top of it.
