Flag that users are NYCHA even if they don't realize this

So with #364 we now have the ability to easily tell whether an address is NYCHA or not.

There's two benefits here:

  1. We already know the user's answer to the first question of onboarding step 3. In fact, sometimes users don't actually realize they have NYCHA housing, because the phrase "NYCHA" apparently means different things depending on context. So one possibility is to pre-fill the question and/or make it non-editable and/or just hide it entirely.

  2. We have the ability to customize the letter of complaint's content based on whether the user is in NYCHA.

We should figure out the best UX for (1) and the content for (2).

Ah @romeboards just mentioned that we'd still like to know if users self-identify as NYCHA folks, regardless of whether they actually are NYCHA or not, so we should probably keep the onboarding question as-is, but flag the user's actual NYCHA-ness somewhere.

Note that due to RAD conversions, and the fact that our NYCHA office data is a few years old at this point, we may not want to trust our NYCHA data too much. See #1139 for some more thoughts on this.

Er, also, the Wikipedia page for NYCHA says that NYCHA "administers a citywide Section 8 Leased Housing Program in rental apartments" and I've found similar statements across the internet. So it's possible that some folks who choose "NYCHA" are really choosing it because they have a Section 8 voucher from NYCHA, but live in private housing. Oy.
