Attempt to make LOC onboarding more like EFNY/NoRent.

This is a spike to see how hard it is, and what technical issues might be involved in, making LOC onboarding more like EFNY/NoRent onboarding.

To do

• [ ] In the password step for existing users, we say "this is the password you use on JustFix.nyc", but they're already on JustFix.nyc. So we might want to mention that it's the password for their NoRent/EFNY account or something.
• [ ] Still need to add a mutation that creates the account; either that, or modify our account creation mutation to look at norentScaffolding details.
• [ ] Add the lease/housing type selection step. Might actually want to make it something that works for logged-in users, too, since folks who onboarded through EFNY won't have answered it yet.
• [ ] Fix the tests.
