The notion of "localization" for national metadata is too broad
#1392 and #1400 were done largely for expediency, but the result is that our locale-specific national metadata bundles actually contain data that isn't specific to locales, such as data on whether a state has tenant protections. As such, this kind of data is identical across locale bundles.
Aside from being a confusing to developers, accessing such non-locale-specific data from the codebase is made unnecessarily complicated because it requires the loading of the bundle for the current locale to access, rather than simply being always-available like it was pre-i18n.
